First of all the addict needs to surrender to the idea that they cannot use drugs successfully. With alcohol especially you will want to seek professional help, as the withdrawal can be quite dangerous.
Finally you will want to consider funding. Rehab is not free, and drug detox programs used to have a lot of government funding at the state level, and that money is now drying up as well. If you want to be properly detoxed then you might have to figure out how to pay for it. In most cases this is well worth it though, so it pays to call around and find out what your options are.
